Preparation Instructions for "Standards for Equipping Labor Protection Products in Jiangsu Province"

I. This standard was organized by the Jiangsu Safety Production Supervision Bureau and organized relevant experts to publish and implement the "Standards for the Equipping of Labor Protective Equipment in Jiangsu Province" in 2001. It has conducted many in-depth investigations, discussions, and extensive consultations with companies in recent years. The development of new materials, new processes, new structures, and new styles in the production process of labor protection articles and the need for laborers to reduce their labor intensity and seek to wear comfort are revised.

2. This standard is applicable to the basis for labor protection products issued by battalion units in Jiangsu Province, and it can be used as a basis for ensuring the safety and health rights of laborers at all levels of trade union organizations, workshops and teams, and it is also the supervision and inspection of safety supervision departments at all levels. The basis for the use of labor protection supplies in production and business units.

3. This standard refers to the notice of the former State Economic and Trade Commission 2000 “Standard for the Provision of Labor Protective Equipment (Trial)” and selected 16 types of work as typical types of work. The relevant types of work can be determined by referring to Appendix A "A Comparison Table of Similar Types of Work".

4. The "Contrast Table of Similar Types of Labor" (Appendix A) in this standard incorporates the new occupations issued by the Ministry of Labor and Social Security and makes appropriate supplements and adjustments to the "Contrast List of Similar Working Types" issued in 2001. For example, aquaculture workers added new types of aquatic mammal trainers; computer debuggers added network equipment commissioners to typical types of jobs; locomotive drivers typically added electric locomotive drivers, diesel locomotive drivers, and large-scale line machinery. There are 83 drivers.

5. For the first time, the labor protection articles in this standard have been classified according to “general labor protection articles” and “special labor protection articles”. It not only reflects the major measures taken by the State Administration of Work Safety to implement safety sign management for special labor protection articles, but also reflects the concept of implementing classified guidance for labor protection articles in Jiangsu Province.

6. The determination of the period for the use of labor protection articles in this standard is based on the national standard GB11651-1989 "Selection rules for labor protection articles". On the other hand, it is based on the actual situation of economic development in Jiangsu Province, and at the same time refers to the surrounding economic development level. The labor protection products in similar provinces (cities) are equipped with standards. Jiangsu Province is one of the provinces with rapid economic development and strong economic foundation. It has the ability to enter the well-to-do society first. Therefore, it is appropriate to shorten the period of use of labor protection products and provide greater protection for workers' safety and health.

7. The determination of the types and duration of use of labor protection articles in this Standard is the lowest indicator. Each production and business operation unit can verify the types and duration of use of the products that can be higher than this standard based on the specific types of work, work environment and conditions of the employees. All persons who enjoy labor protection articles in accordance with the regulations shall establish the "Illustration Card for the Release of Individual Labor Protection Products for Workers" (Appendix B) and issue them in full. However, for the damage of labor protection articles caused by some special workplaces or special events, the protective articles shall not be limited by the service period and be replaced in time.

8. In this standard, "n" denotes the useful life, which can be determined by the company based on actual conditions.

Nine, due to the adjustment of industrial structure and the improvement of the quality and skills of employees, the demand for multi-functional protection of labor protection products is increasing day by day. However, the definition and description of these product names have not been standardized yet. In this standard, the method of juxtaposition of product names is adopted. At the time of distribution, it can be selected and purchased according to the requirements of the multi-functional combination. The period of use of the multi-functional combination of labor and defense supplies is generally determined according to the service life of the lowest functional product.

X. Construction sites such as buildings, bridges, ships, and industrial installations must be equipped with safety nets and other collective protective equipment in accordance with regulations to provide workers with safe and reliable working conditions.

11. Engage in safety management, production scheduling, and visits to learners from outside, and wear appropriate protective equipment when entering the production site.

XII. In accordance with the seventh paragraph of Article 83 of Chapter 6 of the "Safety Production Act," if workers are not provided with labor protection articles that conform to national standards or industry standards, the safety production supervision and administration department shall order them to make corrections within a time limit. If it is corrected, it shall be ordered to stop construction or to suspend production for rectification, and a fine of up to 50,000 yuan may be imposed concurrently. If serious consequences result in a crime, the criminal liability shall be investigated according to law.

XIII. This standard is to be interpreted by the Jiangsu Safety Production Supervision Administration.

XIV. This standard will be implemented on January 20, 2007.
