Biodiesel expects policy support

Speaking of the prospect of biodiesel, Zhu Qiquan, vice chairman of Shandong Huasheng Zhihua Group, is full of confidence, but when he talks about the current sales, he is a bit helpless: "Biodiesel is urgently supported by the national industrial policy and related supporting measures." Biodiesel Natural "green" biodiesel is called fatty acid methyl ester. It produces a wide range of raw materials, including oils such as cottonseed, flax, and soybeans, as well as animal fats and wastes. Previously, cottonseed oil residue, waste cooking oil, etc. were mostly dumped as waste, seriously polluting the environment. According to the latest data released by the General Administration of Customs on May 15, a total of 54.46 million tons of crude oil was imported from January to April, and the external dependence increased to 46.6%. Biodiesel, with its renewability and excellent low emission, can turn waste into treasure and become a high-quality petroleum diesel substitute. It is called “green diesel”, and its significance for energy security and environmental protection is self-evident. Huatuo's biodiesel is made from vegetable oil saponin (commonly known as oil residue). All technical indicators meet or exceed the US biodiesel standard (ASTM6751), and a large amount of cottonseed oil residue in Guangrao, Fujian and Taiwan. “Biodiesel is not only extremely polluted, but the same amount of oil provides the same energy as ordinary petroleum diesel.” Li Baoshan, an officer of the Ministry of Science and Technology, commented. Biodiesel encounters "pain" On March 4, PetroChina and the province signed a framework agreement for bio-energy industry development cooperation, and will build a biodiesel demonstration production plant with an annual output of 200,000 tons of fuel ethanol and a total annual output of 100,000 tons. Cooperate with the construction of raw material production bases and rough processing supply bases that are compatible with the scale of production equipment. On May 1, China's first national standard for diesel fuel blending biodiesel (BD100) (GB/T20828-2007) was officially implemented, which means that biodiesel will enter the stage of industrialization.
Although the future is broad, in the process of turning to the road, "pain" is inevitable.
Since biodiesel can be refined from different raw materials, the process is naturally different. Therefore, the scale of manufacturers in the province is relatively small, and it is difficult to reduce costs significantly; the form of technology transfer is not standardized, causing some economic disputes; Not washing the mud, individual manufacturers are busy selling and ignoring product quality...
"Body pain" is also shown in another aspect. Although the 100% biodiesel national standard has been officially implemented, it is superior to petrodiesel in terms of cold filter point, flash point, combustion efficiency, and water source hazard, and most diesel vehicles can use biodiesel without any modification. However, since the national standard similar to the blending ratio of ethanol gasoline has not been formulated, the promotion cannot be implemented. Therefore, the products of most manufacturers can only be sold at non-mainstream gas stations in the nearby areas, and the retail terminal roads of Sinopec and PetroChina are still very long.
Relatively speaking, due to the support of the province and Dongying City, the biodiesel situation of Huaying is still slightly better. “The gas station was built and supplied to the outside. Some small gas stations in the vicinity were also used, and they were exported to other countries as fatty acid methyl esters.”
Zhu Qiquan said that in November last year, Huaying was also designated as one of the seven major biodiesel projects supported by the state.
But other companies are not as lucky as Hua Wei. Although our province is a large agricultural province and rich in biodiesel raw materials, many companies want to transform their energy into energy. However, sales channels are limited, and many companies are only trying to stop. It is understood that a biodiesel enterprise in northwestern Shandong is not too late, but it has not yet been on the production line. "I just want to wait for the right policy." The insider said.
The main problem of “painful pain” that requires policy treatment to limit the substantial increase in biodiesel production capacity is cost. According to estimates, 75% of biodiesel manufacturing costs are raw material costs. According to the analysis of the high-tech department of the Provincial Development and Reform Commission, for China, where the per capita arable land is far from surplus, it is more realistic to develop oil-rich plants suitable for growth in sandy wasteland and saline-alkali land as soon as possible, and to develop and form a special biodiesel raw material producing area. select. At the same time, China is a big vegetable oil producing country. Like Huaying Group, turning waste into waste is another realistic and feasible path.
The Renewable Energy Law, which was officially implemented on January 1, 2006, clearly stipulates that the state encourages the clean and efficient development and utilization of biofuels, encourages the development of new energy crops, and encourages the production and utilization of bio-liquid fuels. However, it must be acknowledged that relative to the United States and Europe through the investment subsidies, tax incentives and other means to promote the rapid development of the biodiesel industry, China's related fields are still lack of taxation, investment subsidies and other policies.
