Since the cracking down of small coal mines in August 2005, more than 9,000 small coal mines have been shut down by the end of September this year. This "Coal Industry Policy" made it clear that large coal companies are encouraged to combine and merge and reorganize small and medium-sized coal mines to develop large-scale coal enterprise groups; small and medium-sized coal mines are encouraged to integrate resources, conduct joint transformation, and implement intensive operations; and stop auditing 300,000 tons. Annually produce the following new coal mine projects, and shut down coal mines that do not meet industrial policies and do not have safe production conditions.

While stressing the need to close down and stop the construction of new small coal mines, the "Coal Industry Policy" also proposes a fundamental solution to the problem - the establishment of a withdrawal mechanism for small and medium-sized coal enterprises, actively guiding the economic transformation of resource-exhausted mining areas, and supporting the depletion of resources and the development of state-owned coal mines with serious losses. The state will support coal mining companies to extract funds for the development of coal mines for conversion, and specialize in the development of continuous industries and alternative industries.

The “Coal Industry Policy” proposes to improve the coal industry taxation and fee policy, form a virtuous circle mechanism for the exploration of coal resources, support coal enterprises to establish technology development centers, enhance independent innovation capabilities, advance the full cost reform of coal production, and strengthen the education and training of coal mine professionals. In terms of industrial layout, the "Coal Industry Policy" proposes that in a large coal base, a mining area is in principle developed by a single entity. One entity can develop multiple mining areas, promote the coordinated development of coal, coalbed methane, and other resources and the efficiency of infrastructure. use.

In order to improve the continuous and stable supply of coal, China will focus on the construction of Shendong, Jinbei, Jinzhong, Jindong, Shaanxi, Huanghua (Huating), Luxi, Lianghuai, Henan, Yungui, Mengdong (Northeast), Ningdong and other 13 large coal bases.

According to the Development and Reform Commission, the "Coal Industry Policy" is based on the "Coal Law", "Mineral Resources Law" and "State Council's opinions on promoting the healthy development of the coal industry" and other relevant laws and regulations and regulatory documents, combined with the actual development of coal.
