Interpreting the Three-Dimensional Coping Strategies of Triple Play in China's National Conditions

As an important part of building modern information infrastructure and advancing national economic and social informationization, triple play has been confirmed for the first time in the National Tenth Five-Year Plan. In order to achieve interoperability and resource sharing among the three networks and raise the level of national economy and social informatization, the national “Eleventh Five-Year Plan” and “Twelfth Five-Year Plan” also put forward clear requirements for advancing three-network integration, but overall China’s three Network integration still progresses slowly. Due to China's actual national conditions, the Chinese-style triple play is not simply a fusion of market, technology and interests, nor is it an integration of administrative institutions and public institutions, but a fusion of Chinese characteristics. This requires us to make a multi-dimensional response.

Development Status and Bottlenecks On July 1, 2010, the General Office of the State Council officially issued the list of the first batch of triple play pilot regions (cities), and 12 cities and regions including Beijing and Shanghai were shortlisted. 1 Pilot work Over the past year or so, pilot regions have organized implementation plans, accelerated the construction of broadband networks and fiber-to-the-home projects, completed the transformation and construction of supporting platforms for IPTV and mobile TV services, and promoted IPTV, mobile TV, and networks. The development of triple-play convergence related services such as video. However, the issuance of two-way entry of operating licenses and the docking of IPTV integrated broadcast control platforms and transmission and distribution systems are still progressing slowly. On December 30, 2011, the list of the second batch of triple play pilot regions (cities) was formally announced, but this may only expand the official coverage of triple play, and the outlook is still not optimistic.

Restricting the development of China's triple play is not a technical issue. It is a problem of China's current legal system, regulatory system, and operating model of the telecommunications network, the radio and television network, and the Internet. At present, broadcasting and television and telecommunications have different monopoly resources, manifesting themselves as licenses, licenses, licenses for network access licenses, etc. And these monopolistic resources affect each other. Once one party has one, the other party can only follow or lease high costs. The two industries have formed their own complete industrial chain. The relationships among stakeholders such as content supply, terminal equipment, networks, and business models on the industrial chain are complex. Several major operating models are the result of the coordination of interests. How to redistribute these resources and break the original interest chain is a problem that must be solved in the triple play. This requires us to start from the aspects of improving the legal system, achieving independent supervision, and exploring the operating model. We should learn from foreign advanced experience and promote the integration of the three networks with Chinese characteristics.

China's National Conditions and Countermeasures 1. Perfecting the legal system Western countries mostly regard the development of corresponding laws and regulations as the first procedure for implementing the integration of the three networks, insisting on the first legislating and subsequent integration, and strict administration according to law. In the process of triple play, to truly achieve triple play, the government should go ahead with laws and regulations.

At present, China's policies and regulations in the field of triple play are still not perfect. The definition of triple play and the way of integration and access are rarely regulated. Not only does it lack authoritative telecommunications laws and radio and television laws, it also lacks a real law in the management of the Internet. The promulgation of the "Telecommunication Regulations" is an improvement in the history of China's telecommunications development. However, this is only the first step. It does not really solve the problem of regulatory integration, nor does it provide a firm legal basis for the birth of an independent regulatory agency in the future. 2 There are serious shortcomings in both strength and authority, which cannot meet the needs of the current legal system for the development of triple play.

There are laws and regulations to distinguish between the right and the responsibility. To promote the integration of the three networks, we must first improve the relevant legal system. In China's forthcoming "Telecom Law", relevant provisions and laws should be formulated to truly break the barriers to entry between broadcasting and telecommunications and establish a two-way entry system for broadcasting and telecommunications services, laying the foundation for the formation of a converged regulatory mechanism. In the formulation of the "Broadcast and Television Law," it should also clarify the department's management responsibilities, and appropriately release the broadcasting and television business on the basis of ensuring the safety of content, break market barriers to entry, and promote competition.

2. Establishing an independent regulatory agency to carry out appropriate supervision At present, China is implementing multiple vertical managements, namely, telecommunication networks, cable television networks, and the Internet, which have multiple departments for supervision and management. The management of broadcast and television networks involves the State Council and the Central Propaganda Department. The Administration of Radio, Film and Television, and the management of telecommunications networks involve the State Council, the Ministry of Information Industry, and the National Development and Reform Commission. The content management of the Internet involves various departments such as the Ministry of Information Industry, the General Administration of Radio, Film and Television, the State Council Information Office, the Ministry of Culture, the Ministry of Public Security, and the State Secrecy Bureau. This regulatory system is inefficient.

To solve the problem of multiple supervision in our country, the most effective way is to break the existing pattern, establish a unified and independent regulatory body, and achieve the separation of the regulatory agencies from other government departments and markets, and completely change the combination of politics and affairs, and the integration of enterprises and enterprises. In the first instance. China can learn from the experience of the Federal Communications Commission (FCC) and set up a national three-network integration committee, which is directly under the State Council and implements unified supervision. This institution is similar to the status of the China Banking Regulatory Commission and the China Securities Regulatory Commission. It must have strong independence and authority, and be free from interference from other administrative departments. It can centralize the supervisory functions of various regulatory agencies, such as telecommunications, broadcasting and television, and the Internet. Management, can make a unified referee on some disputed issues of broadcasting and telecommunication. The State Tri-Network Integration Commission may be composed of radio and television, telecommunications, and other experts in other fields. The forthcoming "Telecom Law" clearly stipulates the authority and authority of the regulatory agency and supervises them according to law.

China’s regulatory policies cannot copy people’s models and must proceed from the reality of China. It is an arduous task for the integration of the three networks to effectively strengthen the supervision of new media and ensure the security of information and culture. Although the triple play has changed the relationship between broadcasting and telecommunications isolation, they still differ in their characteristics. SVA has a distinct dual value target, namely, social value and economic value. In view of China's special national conditions, triple play is integrated into the content. In terms of supervision, measures should be taken to treat them differently. Contents related to ideology should be strengthened to ensure proper guidance of public opinion. In addition to the existing information network audiovisual supervision system, the IPTV and mobile TV supervision systems should be further established; The content of culture, tourism, and entertainment beyond this should be relaxed under the conditions of supervision, introduce competition, and promote sound development of the industry.

3. The process of exploring the successful integration of operating models is also a process of exploration. Therefore, guidance should be strengthened in development, based on national conditions, and take advantage of the advantages of the system. The government should take the platform to meet the consumers and the rest to the market, so as to prevent the triple play from becoming certain Local governments have promoted the image project of GDP. Pilot cities should have the courage to innovate and dare to experiment, learn from the current major types of models, introduce relevant policies and begin the trip of ice-breaking triple play; non-pilot cities should also realize that “early integration and early benefits”, especially strong The telecom operators should use the government-led rural informatization project as an opportunity to step up cooperation, speed up "bring back into copper," speed up network upgrades, and seize the initiative for integration.

Acquisitions, mergers, alliances, asset reorganizations, and mutual equity participation among the three major networks should become important economic measures to promote triple play. At present, the size of information companies in China is relatively small and their competitiveness is not strong. Cooperation between enterprises in various forms is still insufficient. When business integration is not smooth and development is slow, we can consider capital integration to achieve effective capital operation and realization. We can use capital operation to obtain the funds needed for network transformation, borrow money from our own future, and use acquisitions and mergers. In the form of economic instruments such as alliances, alliances, equity participation, and listing and financing, we have promoted the integration of three networks in a devious manner.

Conclusion At present, the state-level cable network company "China Radio and Television Network Company" (hereinafter referred to as "China Radio and TV Network") has been approved by the State Council's three-network convergence network coordination group, 3 submitted to the State Council for approval. According to the process of formation, the company may be listed in June this year. This means that, in addition to the existing SARFT, the industry supervisory unit of the China Radio and Television Network to be established will also join the relevant telecommunications authorities.

Prior to this, the exclusive regulatory power of radio and television for wireline networks will become co-supervised with the relevant telecommunications authorities and enjoy equal status. The new company may thus be injected into the dual “background” of the Broadcasting and Telecommunication Department, and the stalemate between the two parties in the triple play advancement may be broken. A "comprehensive service operator" with dual services of content and data transmission channels is ready to go. The current situation in which the three parties converge on their own will change dramatically with the addition of the fourth party.
