So far, within 10 days, around the new policy of less than 1200 words, the National Energy Administration has answered questions once, held a press conference, and held a meeting with some representatives of the PV industry association.

The conference was held one after another, but the industry's concerns have not been answered and answered in time. For example, can a distributed photovoltaic power plant connected to the grid before June 30 be subsidized? How to calculate the electricity price of industrial and commercial distributed photovoltaic power plants connected to the grid after May 31 and before June 30? —— For such problems that directly affect the performance of the company, the competent authorities have become suspicious and flashing their words when they violate the policy of “short and fast”.

As of press time, the National Development and Reform Commission and the National Energy Administration have not given any formal explanations on the press conference held on the afternoon of June 11. The above issues of concern to the industry are still pending.

Ground power station is fully staffed

The "Notice" released on May 31 showed that from the date of the publication of the text, the on-grid tariff of the newly-introduced photovoltaic power station was reduced by 0.05 yuan per kWh, and the on-grid tariffs of Class I, II and III resource zones were adjusted to 0.5 yuan, 0.6 yuan, 0.7 yuan per kilowatt hour (including tax).

The six words "from the date of the essay" undoubtedly frightened the industry. After 10 days, there will be a turnaround. According to Xinhua News Agency, at present, the relevant person in charge of the price department of the National Development and Reform Commission has given a clear response: "Projects that have been included in the scope of construction scale subsidies in 2017 and before will be put into operation by the grid before June 30 this year, and continue to implement the 2017 benchmark. Electricity price." In other words, the ordinary ground power station still has a "6 ̇ 30" time limit.

It has been less than half a month since the "6 ̇ 30", and finally it will be staged or will be staged fiercely. Different from the previous year's "6 ̇ 30", after the New Deal, the ordinary ground power station will no longer be a one-step subsidy for one year, but one step in place, "one-button suspension." According to the "Notice", according to the actual development of the industry, the scale of the construction of ordinary ground photovoltaic power stations in 2018 will not be arranged. Before the construction of ordinary ground power stations is started without the state issuing documents, all localities should not arrange the construction of ordinary ground power stations that require state subsidies. .

When the subsidy came to an abrupt end, it was followed by bidding online. The Notice clearly states that in the next step, all ordinary PV power plants must determine the project owner through competitive bidding. The price determined by the bidding shall not be higher than the benchmark electricity price after the price reduction. Obviously, the electricity price of 0.5 yuan, 0.6 yuan and 0.7 yuan (including tax) per kWh of the three resource areas released this time will be the upper limit of the electricity price of ordinary photovoltaic power plants in the future. On the day of the announcement of the "Notice", the relevant person in charge also stressed that it is strictly forbidden to unfair competition and price limit competition, and the on-grid price is an important competitive optimization condition.

Distributed rules are unknown

Compared with the clear policies of ordinary photovoltaic power plants, the current regulations on distributed power plants are different.

According to the "Notice", this year will allocate about 10 million kilowatts to support the construction of distributed photovoltaic projects. Considering the establishment of distributed photovoltaics this year, it is clear that distributed photovoltaic power generation projects connected to the grid before May 31 (inclusive) will be included in the scope of nationally recognized scale management, and projects not included in the scope of nationally recognized scale management will be supported by local governments. . At the same time, in terms of electricity prices, from the date of the publication of the text, the newly-operated distributed photovoltaic power generation project adopting the model of “spontaneous use and surplus electricity access” reduced the total electricity subsidy standard by 0.05 yuan, that is, the subsidy standard was adjusted to 0.32 yuan per kWh (including tax). Distributed photovoltaic power generation projects using the 'full online access' model are implemented according to the price of the photovoltaic power station in the resource area. The distributed photovoltaic power generation projects are exempt from the various types of government funds levied with electricity prices. According to this, the date of the policy release is when the distributed PV power plant executes the new electricity price. In the subsequent official information, there is no mention of the grace period like ordinary photovoltaic power plants.

In the distributed photovoltaic power station, the household power station and the small industrial and commercial power station have many points and a large number of related groups. At the same time, according to the participants of the press conference of the National Energy Administration on June 11, the relevant responsible person promised on the same day that the household photovoltaic project completed before June 30 this year will be included in the scale of subsidies. Whether the subsidy standard implemented is lowered by 0.05 yuan is not clearly stated. At the same time, whether the small-scale industrial and commercial distributed projects connected to the grid after May 31 and before June 30 can be included in the subsidy is not conclusive.

Internet rumors and verbal promises are not enough, and the industry is still waiting for the final "boots" in a foggy water. "Leader" arranges as appropriate

In response to this new policy, the National Energy Administration has repeatedly stressed that policies are not "one size fits all". “The discretionary arrangements for the leading base projects will be arranged according to the control situation; vigorous support for photovoltaic poverty alleviation and non-state subsidy projects will be carried out in an orderly manner.”

It is clear that “de-subsidy” is the general trend, and projects that do not require state subsidies are not in the control of scale.

In the field of poverty alleviation, at the beginning of this year, the first batch of 4.18 million kilowatts of PV poverty alleviation indicators has been issued, and the second batch of 4 million kilowatts of indicators is currently being prepared.

In the case of photovoltaic “leaders” projects, the third batch of bases has selected 6.5 million kilowatts. The "Notice" pointed out that the construction of the leading base for photovoltaic power generation will be promoted in an orderly manner. This year, we will study the scale control of photovoltaic power generation. It is currently known that the fourth batch of projects will be launched in due course in the second half of this year.
